编者说明：本期围绕开放发展主题，从《中共中央关于制定国民经济和社会发展第十三个五年规划的建议》（以下简称《建议》）中挑选了17条术语，涉及开放发展的原则、方针以及实现开放发展的战略布局和重要举措等内容。《建议》已由我局翻译成英、俄、法、西、日、德、阿等七种外文，并由中央编译出版社出版发行。
